Best retirement savings plan (PER) 2026
The best retirement savings plans (PER) compared on fees, managed portfolios, choice of investments and support. Editorial ranking scored out of 100 according to our methodology.
- The PER lets you deduct contributions from your taxable income up to a limit (up to €37,680 for 2026 contributions for an employee); the benefit depends on your marginal tax bracket.
- Savings are in principle locked until retirement, with 6 early-release cases including the purchase of a primary residence.
- Most online PERs no longer charge entry or arbitrage fees; management fees range from ~0.30-0.50% in self-directed management to ~1.5-1.6% all-in for managed portfolios, depending on the contract.
- ⚠️ This is not personalised advice. With unit-linked investments, capital is not guaranteed and past performance is no guarantee of future performance; check up-to-date fees and terms with each provider.
The retirement savings plan combines an upfront tax benefit — the deduction of contributions from taxable income, within annual limits — with savings locked until retirement, apart from the early-release cases provided for by law. Choosing a provider therefore comes down to fees, the quality of the managed portfolio and the range of available investments; with unit-linked investments, capital is not guaranteed and past performance is no guarantee of future performance. This comparison is an editorial ranking scored out of 100 according to an identical grid, to help you prepare for retirement while being aware of the tax and liquidity trade-offs; it does not replace a personalised study.

Frequently asked questions
Does the PER let you reduce your taxes?
Voluntary contributions to a PER are deductible from taxable income within certain limits (up to €37,680 for 2026 contributions in the case of an employee), which provides a tax benefit in the year of the contribution. Taxation applies on withdrawal. The advantage depends on your marginal tax bracket. Since 1 January 2026, contributions made after age 70 are no longer deductible.
When can you get your money back from a PER?
Savings are in principle locked until retirement. The law provides for 6 early-release cases, notably the purchase of a primary residence and certain life accidents (disability, death of a spouse, over-indebtedness, expiry of unemployment rights, cessation of self-employed activity).
How is a PER withdrawal taxed?
For contributions that were deducted, on a lump-sum withdrawal the portion corresponding to the contributions is subject to income tax and the capital gains to the flat-rate withholding tax; on an annuity withdrawal, the annuity is taxed as a retirement pension, after an allowance. Taxation depends on the lump-sum/annuity choice and on your situation.
Managed portfolio or self-directed management?
A managed portfolio delegates the allocation to a professional according to your risk profile and generally costs more (in the order of 1.5 to 1.6% all-in depending on the contract); self-directed management lets you choose the investments for lower fees. The choice depends on your time and knowledge.
